Petcoke wash water is generated during the cleaning of cargo holds after the discharge of petroleum coke. This wash water may contain residues such as fine carbon particles and other contaminants, making its discharge subject to strict environmental controls.

MARPOL Regulatory Framework

The discharge of cargo residues and wash water is primarily governed by MARPOL Annex V (Garbage Regulations). Petcoke is generally classified as a non-HME (Harmful to the Marine Environment) cargo; however, compliance requirements still apply.

Key provisions include:

  • Discharge is only permitted outside Special Areas
  • The vessel must be en route and proceeding at sea
  • Discharge must occur at a minimum distance of 12 nautical miles from the nearest land
  • Cargo residues must not be harmful to the marine environment (non-HME classification must be confirmed)
  • Local port or coastal regulations may impose stricter requirements

In some cases, port authorities may prohibit discharge entirely, requiring wash water to be discharged at approved reception facilities.
